Macmillan talks to Khrushchev. Eisenhower talks to DeGaulle. Can the nations' representatives be better trained for such vital meetings? Just as “generals” compete in simulated war games, can “chiefs of state” and “foreign ministers” learn their skills from similar games among nations? Alliances, international parleys, governmental conferences, and internal decisions all are part of the simulation techniques suggested below. Exciting possibilities for the development of international relations theory and training are in the offing.
