Once upon a time the expert in international relations did not need many skills beyond an ability to speak with suavity and distinction in more than one language and to know a bit of the history and customs of a few countries besides his own. But times have changed and now the student of international relations should be not only a gentleman and a scholar but also, of all things a scientist.
