The programme “Milky Way” for a complex study of the structure, kinematics and evolution of the Galaxy is outlined. In the framework of the programme new astrometric and astrophysical observations are carried out. Preliminary results concerning the structure of regions of star formation, the motions and the structure of the local spiral arm as well as the dependence of the kinematic parameters of stellar groups on the distance from the galactic plane are presented. These investigations were based on the new observations within the programme “Milky Way” and data from previously published catalogues.
