A semiclassical theory for heavy ion scattering in the Fresnel diffraction regime covering coupled elastic and inelastic channels is developed. The scattering is described as diffraction off the rainbow trajectory along which the development of the internal degrees of freedom is calculated. Simple formulae for the transition amplitudes are derived and interpreted in terms of matching conditions, time scales and potential strengths at closest approach. Polarization potentials comprising of real and absorptive terms and of tensors of various ranks are constructed. Analyzing power data for elastic and inelastic scattering of polarized 7 Li on 120 Sn are analyzed.
