The Klimontovich Theory which yields the effective turbulent viscosity as a linear function of the Reynolds number is compared with experimental data. The new theory seems to be able to describe the observed effective viscosity of hydrodynamic vortices and after introducing some modifications the flow in tubes up to very high Reynold numbers.
