On top of the $1.65 billion for the Substance Abuse Prevention and Treatment block grant (SAPT BG) from the December 2020 COVID‐19 relief package (see ADAW , Jan. 11), state drug and alcohol directors now have an additional $1.5 billion from the American Rescue Plan, signed by President Biden March 11 The American Rescue Plan would allow directors until September 2025 to spend the $1.5 billion. They have until sometime in 2022 to spend the $1.65 billion. This is on top of total SAPT BG funds, which have been under $2 billion for decades, not including STR [State Targeted Response to the Opioid Crisis] and in subsequent years SOR (State Opioid Response) grants, which are about an additional $1 billion. SOR was expanded last year to allow for spending on stimulant use disorders as well as opioid use disorders. SOR is still in addition to the $1.65 billion to be spent this year.
