When growing drug problems give rise to new sources of funding that in turn attract fledgling or expanding treatment facilities, it would stand to reason that regulators' capacity to oversee these operations should grow as well. State officials in Pennsylvania say they have struggled to keep up, however, and they would like to be able to use their licensing authority to ensure more accountability in the state's substance use treatment provider community.
