Greater public and policymaker attention to substance use–related issues hasn't exactly made the case for increased investment in prevention an easier sell. If anything, a strong argument can be made that today's predominantly narrow focus on the opioid overdose crisis has so tilted the balance in favor of crisis intervention that less attention than before is being paid to the mission of preventing problematic substance use before it begins.
