As the Mayor of Bogotá (1998‐2001), Enrique Peñalosa transformed Colombia's capital from a city without hope to one that is held up as an international example of best practice. This was epitomised by his far‐reaching transport policy and the TransMilenio bus‐based transit system. Peñalosa describes the ambitious urban revitalisation programme that his administration undertook and how they were guided by the fundamental aim of ‘the construction of equality’.
