School psychologists and special education program evaluation: Contributions and considerations

The contribution of the practicing psychologist, including the school psychologist, to the area of program evaluation has been increasingly discussed in a general way in the literature. Despite this discourse, little attention has been given to specific areas within school systems in which program evaluation is needed, and to which school psychologists might contribute. This paper examines special education as one such potential area. In this regard, dimensions of special education program evaluation are explicated; and the issues of units of program evaluation activity, data aggregation, and the delivery of special education program evaluation are discussed. These issues are presented for the consideration of school psychologists, so that they might contribute to developing the area of special education program evaluation.
