Resources utilized to alleviate the nation's shift from agriculture to industry are no longer useful because rural and international economic environments have changed dramatically. In rural America, there is no longer a “farm problem”but rural communities with specific problems. In an era of technological change, it is time to create an innovative social and economic contract to implement new food and farm policies with well funded local and state development and credit programs augmented by federal appropriations leading to free market pricing of agricultural products.
