Abstract Improving educational quality and outcomes in our public primary and secondary schools has become an intensively pursued agenda in the United States in the 1990s. This agenda emphasizes several widely held values such as achievement of individual potential, creation of broadly prosperous local communities, and strategic development of the United States as a strong, viable force in a competitive, skilled, and technologically advanced global economy. The approach to improving educational outcomes has focused heavily on improved curricula and teaching methods, with outcomes being gauged by demonstration of improved math and reading scores (Riley, 1996). © 1999 John Wiley & Sons, Inc.
