In Japan there has been a realization that total quality control does not by itself ensure long‐term competitive success. As a consequence, management by policy has tended to replace the traditional bottom up approach to TQC. MBP is a simple tool for deploying policy, but does not aid policy formulation. The author argues the need for a more strategic approach, and suggests what this might be. © 1998 John Wiley & Sons, Ltd.
