Failure rate, given an operational profile, is a common measure of reliability. A number of approaches to estimating failure rate are described and it is demonstrated that, under certain conditions, a functional partition can provide a better estimator than random‐testing‐based estimators. © 1997 John Wiley & Sons, Ltd.
