This paper describes the design process for a large‐scale communication network that provides cordless access telephone services. A qualitative analysis of all the major aspects and main parameters is given. Quantitative models are also developed to find lower and upper bounds for the system blocking probability. The paper is directed to managers and analysts in the communications industry, and should help them anticipate and solve problems that are likely to arise when implementing similar systems. © 1998 John Wiley & Sons, Ltd.
