Abstract We derive the low‐frequency asymptotic expansion of the exterior boundary value problems in two dimensions for second‐order elliptic system concerning the theory of elastostatics. As an application of our result, the rate of the local energy decay of solutions of the initial boundary value problem for the corresponding dynamical system is discussed.
