This case study is an analysis of the transformation of the biggest Department of the Ministry of the Flemish Community in Belgium, i.e. the Department of Education. The organizational changes involved the introduction of case management techniques supported by the enhancement and integration of existing information systems. However, the transformation was a logical answer to the excessive Taylorism which characterized the old organization and which had promoted irresponsibility and worker alienation. While the transformation has generally been successful a number of people issues in large scale change have emerged. © 1997 by John Wiley & Sons Ltd and Cornwallis Emmanuel Ltd.
