This paper discusses how environmental improvement work can be organized differently. The concept of temporary local organization is introduced to exemplify complementary strategies to centrally organized permanent organizations. By thorough empirical descriptions of four local reform projects in Sweden, and by analysing 39 interviews, characteristics of temporary local organizations, such as transience and vagueness, are discussed.
