A photonic integrated‐optic RF phase modulator with harmonic up‐conversion for digital microwave link applications is presented. This device achieves both electrical phase modulation and harmonic up‐conversion of an electrical local oscillator driving signal. Simulation results are provided for a seventh‐harmonic 38.5 GHz transmission of a 155 Mbit/s 8‐PSK signal through a 1 km fiber span. © 2000 John Wiley & Sons, Inc.
