Immigration continues to be an important agenda of our country. The process of immigration from rural to urban area has affected the cities and it has started to shrink them. This situation has led small cities in social, administrative and economic sense to lose their identities and become ineffective. The cities that get immigrants have become bigger. So it has naturally brought more expenses in social, economic, political and environmental perspective. In this study, compared to the previous years, a very different stage of immigration waves between 2003 and 2013 Bayburt'un Aydıntepe county was the subject. Historical comparative methods and qualitative research methods were used as participative observation and in-depth interview techniques. This wave of immigration in the framework of the migration of villagers from 1925 to 1959, the city center from 1960 to 1987, the rest of the cities and abroad, between 1987 and 2002, with the reverse migration wave, and between 2003 and 2013, out. Historically, the direction of migration is not the same in this respect. With this study, it is desired to shed light on the problems of settlement areas which are similar to immigration and which have lost population, and thus have been damaged by village, town and city identity. It is understood that the result of the study is the socio-economic potential of the region, but whether it is infrastructure problems or administrative problems, this potential can not be used. If the province and the city center have a good plan and work with good planning and operation potential of agriculture, industry and tourism, the residence of the residents will be the place of residence. In addition, this would reduce the growing problems of over-migrated cities and a balanced understanding of growth and development.
