Internet is designed for facilitating communication rather than the security of communication. This situation has brought new problems for the nation states which approach security in the traditional sense. Moreover in general, the increasing complexity of social organization and in particular threats arising from cyberspace brings new challenges for security. Issues related to the security of information and communication technologies bring together new risk and threat definitions about the security of cyberspace. These new risk and threat definitions has led to the construction of cyber securitization discourse. Cyber securitization discourse has become a tool at legitimizating surveillance and control practices. Within the scope of this study, legitimization of surveillance and control practices through securitization discourse are examined. In this context this study is carried out by analysing US, EU and Turkey’s cyber security policy documents. Norman Fairclough’s critical discourse analysis is used as a research method. This method stresses the importance of a systematic analysis of both written and spoken language. And also allows us to adress historical and social context in a comprehensive manner. In this study US example is limited to the published policy documents of US President Obama era. In this regard US Cyberspace Policy Review (2009), US International Cyberspace Strategy, Cybersecurity Strategy of the European Union: An Open, Safe and Secure Cyberspace (2013) and Turkey’s National Cyber Security Strategy and 2013-2014 Action Plan (2013) was analyzed.
