The rule of law in their activities providing legal safeguards for individuals with a fair rule of law refers to the government order . However, in the activities of a state law to conform to the rules of law is not enough. At the same time those who make the rules with the rules they have put in must be subordinate themselves . The presence of a superior force in the historical process people have always blessed . This sacred power, like the moon sometimes a celestial body such as the sun, sometimes like fire, water, human life has been nothing of importance. Of religion in the regulation of social relations is a separate matter. However, in today's modern world of law and the rule of law is in operation and actions of the administration. The development process of law has not been easy. Rule of law, property state, police state treasury through stages such as the theory of understanding reached today the rule of law. Although the current understanding of the rule of law in the case, said that the adoption of the rule of law by everyone as an individual. In this context, the rule of law can be said to be still in the process of development. Here is the full judgment in the process of this development is undeniable contribution to the development of the rule of law is equally important. Because violation of the law and sometimes even in the context of the rule of law, interpreting the attitudes of managers to prevent unlawful but it is possible through the judiciary. In this study, rule of law should be understood after examining whether the rule of law development process were studied and later to work preparation in terms of being the national legislature and the European Court of Human Rights rule of law relationship with the rule of law and contribute to the development in general were discussed.
