A large rebellion broke out against the colonial policy of the Tsarist Russia in 1916 in Turkestan, the fact that during this event a part of the Kyrgyzs had to take refuge in China can be seen. After the establishment of Soviet regime, activities as returning Kyrgyz’s who migrated in 1916 to their home country and their placement started even the Special Commission to undertake the work was established. Soviet government allocated budget and financial assistance the Kyrgyzs returned to their home country to implement this activity. However, the fact that the archive documents where the people who weren’t satisfied with the Soviet goverment in 1930s and who lived in the border regions voluntarily migrated to China draw attention. The main reasons as strengthening “class struggle” in 1920 and 1930s in Kyrgyzstan, economic and political measures applied to wealthy people, the process collectivization by force, exile movement wealthy segment to outside of Kyrgyzstan, poor delivery of consumer goods to border regions brought out asylum movements to China from the USSR. Also, Basmachy Movement had an effect on the migration. The fact some civil servants working in local offices of the Soviet or members of Communist Party helped migrants and sometimes they participated in migration to China themselves, too. Animals and properties left from the families who departed to foreign country were confiscated by the state and handed to collective farm.Migration activities from Kyrgyzstan to China in 1930s and reasons that affected the migration to China directly have been considered in this work. İnformation about political and social events caused migration movement in 1920-1930s will be given in this article.
