espanolEl autor compara las visiones sobre la dinamica actual del conflicto colombiano esbozadas por el columnista y especialista en temas de seguridad, Alfredo Rangel, la Ministra de Defensa, Marta Lucia Ramirez y el Informe Nacional de Desarrollo Humano para Colombia-2003. Estima que existe una posible resolucion del conflicto si se aboga por una sostenibilidad a largo plazo, social, politica y financiera, del proyecto de seguridad democratica. Reafirma la importancia de la recuperacion del Estado y la lucha contra el trafico de drogas, condiciones necesarias para garantizar la democracia y el quebrantamiento de las economias de guerra de los grupos armados. Encuentra que la resolucion del conflicto debe darse por la via de la negociacion y la participacion activa de la comunidad internacional, de la que se espera un apoyo diplomatico por parte de la Union Europea que sirva de contrapeso a las facciones mas militaristas de los Estados Unidos. Asi mismo, previene sobre la necesidad de consolidar un "tercer actor" que facilite los procesos de negociacion. EnglishThe author compares the visions of the dynamics on the present Colombian conflict outlined by the columnist and specialist in security themes, Alfredo Rangel, the Minister of Defense, Marta Lucia Ramirez and the National Report of Human Development for Colombia-2003. It proposes that there is a possible resolution of the conflict if the project of democratic security is supported financial, politically and socially in the long-term. It reaffirms the importance of the recovery of the State and the fight against the drugs traffic, necessary conditions to guarantee the democracy and the breaking of the war economies of the armed groups. It proposes that the resolution of the conflict should be done through negotiation and the active participation of the international community. Is expected a diplomatic support by the European Union that serve of counterweight to the more military factions of the United States. It also prevents on the need to consolidate a "third actor" that facilitates the processes of negotiation.
