The article focuses on document research at the international level in the field of universal design, comparing the situation in Europe, the USA, and Latvia. Research summarizes the results and makes proposals for improvement of the situation in Latvia. Considering the problem, it has been concluded that universal design can be considered a tool of social policy that will allow anyone to incorporate himself in any environment.
