In the study, in the context of restructuring of Turkish higher education, we studied existing issues of Turkish higher education, general trends of higher education in the World, and have tried to suggest basic principles and proposals for the restructuring. In this context, especially, we analyzed different dimensions of higher education (such as legislation, university, society and business relations, the vision of higher education, training of teaching staff, competition and cooperation, social capital in universities, academic freedom and university autonomy etc.) that should be taken into account when higher education is structured.
