¿Es constitucional prohibir la reelegibilidad del Presidente del gobierno para un tercer mandato?

El problema de la posible prohibicion de repeticion de mandatos que plantea la proposicion de ley actualmente depositada en el Congreso de Diputados, se aborda en este trabajo desde la doble perspectiva de su constitucionalidad y su oportunidad politica. Mientras la primera resulta incuestionable a la luz de los supuestos intelectuales que desde sus origenes presiden la existencia del regimen parlamentario, lo segundo depende de los objetivos concretos que se persigan y de su funcionalidad concreta para la vida politica de una sociedad. En el caso espanol, la necesidad de imponer un principio de veracidad frente a la deriva que toma una democracia que tiende al simulacro, y la exigencia de proteger la libertad del cuerpo electoral frente a las tendencias manipuladoras del poder, asi lo aconsejan. The problem of the possible prohibition of repetition of mandates that raises the proposition of law nowadays deposited in the Deputies’ Congress, is approached in this work from the double perspective of his constitutionality and his political opportunity. While the first one turns out to be unquestionable in the light of the intellectual suppositions that from his origins they preside at the existence of the parliamentary regime, the second thing depends on the concrete aims that are chased and of his concrete functionality for the political life of a company. In the Spanish case, the need to impose a beginning of veracity opposite to the drift that takes a democracy that tends to the sham, and the exigency of protecting the freedom of the voting population opposite to the manipulative trends of the power, this way they advise it.
