This article sets out to apply a number of principles and basic concepts (mutual implications of the teaching and learning of capacities; the curriculum as a decision-making process about teaching and evaluation; the principle of the new culture of knowledge, etc.) to the specific field of higher distance education. As a result, a concrete strategy is proposed for the design and development of effective pedagogical resource packages as mediators for autonomous adult learning. Our approach promotes the creation of a cogent teaching/learning system consisting of the formulation of a general plan of pedagogical resources, where the roles and functions of the different components are clearly depicted: Tutorials (telematic and face to face), Study Guides (both telematic and printed versions), Course study materials (printed or web-based), and virtual classrooms and communities related to the course.
