The evaluation of public policies intended to investigate whether the political-administrative means applied to solving social problems, allows the achievement of the objectives assigned. This is analyzed in terms of instrumental rationality factors of the policy process to improve action in each of its cycles or new phases. The scientific assessment at the time of Modern Cross is still conditioned by science, bureaucracy and democracy factors but we must think how to improve their instrumentality and even surpass them. The times we live and characterized by complexity, diversity / fragmentation and dynamism, involve uncertainties or inconceivable require new intellections.
