This study presents a methodology for describing, analyzing, and evaluating the public service functions of serial file syste111:?, with emphasis on evaluation. The system in a university departmental library is analyzed~ and a user study is conducted to identify successful and unsuccessful search patterns of a group of students who have not used the library previously. The user study employs citations, questionnaires, interviews, and critical analysis of 130 factors related to selected variables to determine the efficiency and effectiveness of the system. The methodology employed is potentially useful for bibliographic instruction.
