Terrorism can no longer be seen as a limited form of behaviour, but as an escalating form of behaviour of which the ultimate result may prove fatal for the international community. It would appear that in some instances it may be easier to fight a war than to fight terrorism. One can only wonder to what extremes it may yet develop, especially in the nuclear era.
