This paper analyzes the evolution of regional development from the model of industrial organization structured like Local Productive Arrangement (LPA) among firms and other institutions, aimed at increasing their competitive abilities. This article is based on a case study of the Tourism LPA Rota da Amizade, implanted in the half west of the Santa Catarina State, carried through from a internal consultancy work undertaken in this entity, next the regional productive chain of tourism. The used methodology counted also of a literature review looking at the theory of economic development based in the Joseph Schumpeter’s thought (1911), focusing on the figure of the innovative entrepreneur, as well as, on the institutional arrangement of this LPA one of the catalytic elements of the tourism development and facilitator of the regional development, and also, of a documentary research next to the Tourism LPA.
