La Cohérence Comme Instrument de Mesure des Politiques Publiques dans la Lutte Contre le Jeu Excessif dans les Cantons Suisses Romands

The control of excessive gambling addiction is a major policy challenge for governments and administrations in Switzerland, particularly with regard to the coherence of these policies and the actions that result from them. Although the importance of coherence in public policy analysis has been demonstrated, its measurement is still at an early stage. This article focuses on public policies developed in the context of the control of excessive gambling in the French-speaking Swiss cantons by proposing a method to measure their coherence. Beyond its analytical aspect, the method developed in this article has a practical aspect, as it provides decision makers with a tool to guide them on the adjustments needed to improve policy coherence. Thus, at the end of our analysis based on the method we propose, we have determined that the policies on excessive gambling in the French-speaking Swiss cantons are fairly coherent and we propose certain recommendations to improve the incoherence we have observed. Abstraite La lutte a la dependance au jeu excessif presente, en matiere d’action publique, un defi majeur pour les gouvernements et les administrations en Suisse, plus particulierement en ce qui trait a la coherence de ces politiques et les actions qui en decoulent. Bien que l’importance de la coherence dans l’analyse des politiques publiques soit demontree, sa mesure demeure encore a un stade peu avance. Cet article met l’accent sur des politiques publiques developpees dans le cadre de la lutte contre le jeu excessif dans les cantons romands en proposant une methode permettant de mesurer leur coherence. Au-dela de son aspect analytique, la methode developpee dans cet article revet un cote pratique, car elle permet aux decideurs de disposer d’un outil pouvant les guider sur les ajustements necessaires a apporter pour ameliorer la coherence des politiques. Ainsi, au terme de notre analyse fondee sur la methode que nous proposons, nous avons determine que les politiques en matiere de lutte au jeu excessif dans les cantons romands presentent une assez forte coherence et nous proposons certaines recommandations pour ameliorer les incoherences que nous avons observees. Abstrakt Die Bekampfung der exzessiven Spielsucht ist eine grosse politische Herausforderung fur die Regierungen und Verwaltungen in der Schweiz, insbesondere im Hinblick auf die Koharenz dieser Politik und der daraus resultierenden Massnahmen. Obwohl die Bedeutung der Koharenz in der Analyse der offentlichen Ordnung nachgewiesen wurde, befindet sich ihre Messung noch in einem fruhen Stadium. Dieser Artikel konzentriert sich auf die offentliche Politik, die im Zusammenhang mit der Bekampfung des ubermasigen Glucksspiels in den franzosischsprachigen Kantonen entwickelt wurde, indem er eine Methode zur Messung ihrer Koharenz vorschlagt. Uber den analytischen Aspekt hinaus hat die in diesem Artikel entwickelte Methode eine praktische Seite, da sie den Entscheidungstragern ein Instrument an die Hand gibt, das sie bei den Anpassungen zur Verbesserung der Politikkoharenz unterstutzt. Am Ende unserer Analyse, die auf der von uns vorgeschlagenen Methode basiert, haben wir festgestellt, dass die Politik gegen ubermasiges Glucksspiel in den franzosischsprachigen Kantonen ziemlich konsistent ist, und wir schlagen einige Empfehlungen zur Verbesserung der von uns beobachteten Inkonsistenzen vor.
