This research based on the low participation and assistance of the Regional Government for the people of Penusupan Village who have diverse natural and cultural tourism potential. Whereas community empowerment in supporting the development of tourism villages can make a positive contribution to the development of Tourism Villages. Through a descriptive qualitative research process, with the concept put forward by Mardi Yatmo Hutomo (2000), this research is expected to be able to make a positive contribution in community empowerment for the development of the Tourism Village of Penusupan.
