Saneamento rural no planejamento municipal: lições a partir do Programa Nacional de Saneamento Rural (PNSR)

Given the high deficit of basic sanitation services in rural areas, this study predicts that to achieve universalization it is necessary that all actors involved are protagonists in the conception and implementation of actions and act in different ways in management. Thus, it analyzes whether the perspective of integrating the roles of the various actors in the sanitation services developed in the PNSR has the potential to favor the protagonism and if the instruments of education and social participation are able to guarantee the actors empowerment, favoring the participatory creation of the sanitation municipal plan. For this, a not systematized literature review, documents and consulting with municipal public agencies was made to verify how the rural has been incorporated into the Sanitation Municipal Plans. It is showed that the PNSR is a fundamental piece promulgating and encouraging different actors' vision integration regarding sanitation services in rural areas.
