The 2001 forestry framework act brings about a major change in the current scheme for allowing public access to private forests. Article 4 of the act sets out the basis for contractualizing the recreational functions of forests with their owner and provides for financial compensation in return for services rendered. Bringing to light the economic behaviour of forest owners and making explicit the constraints arising from the specific features of recreational demand make for a clearer definition of the economic implications associated with this idea of financial compensation under the new agreements that allow the public to have access to private forests.
