A construção coletiva da Política Pública de Economia Solidária: as Conferências Nacionais de Economia Solidária

The article reflects, based on the discussions and resolutions at the two National Conferences on Solidarity Economy (CONAES, 2006, 2010), about the main points that defi ne the Public Policy of Solidarity Economy (PPES). This reflection takes into account the role of actors that form the sociopolitical organization of solidarity economy in the recognition and understanding of the main principles of the PPES and the most appropriate means for their development. The article is divided into three parts: in the first part we include a perspective of analysis that discusses various recognitions and understandings of the solidarity economy, and consequently how these understandings can shape the actions and policies implemented for their promotion. The second part is devoted to the analysis of some points of the resolutions of the CONAES, seeking to identify the understanding of the PPES by the main actors involved in the discussion and promotion of the solidarity economy. Finally, the third part sketches an analytical proposal of the PPES taking into consideration the implementation of their actions and the recognition of rights.
