This study defines and analyses potentials of technical universities in the development of language skills of students and certain conditions stimulating improvement of professional language culture that are characterized by: 1) linguistic competence of instructors and students; 2) availability of the most modern informational and technological facilities for students to ensure conditions for independent studies; 3) student’s adaptation to a specific linguistic environment of a higher school and becoming a full member of the academic society. Only when such conditions are created, academic environment that stimulates the improvement of language culture can be achieved
