Throughout his life, John Stuart Mill warned contemporaries about stagnation or immobility, a most dangerous phenomenon, perhaps the chief evil then begining to afflict modern societies. Despite its close links with many other key ideas in Mill, the perils of stagnation have not yet been subject to detailed scrutiny. This paper offers an analysis of the nature and sources of stagnation as well as its likely effects.
