The purpose of this study is to examine the law WIA and the System operation and performance of WIB in United States. Pennsylvania WIB case is a great example of the local-industrial based human resource development projects. It will be able to provide a lot of implications for setting the local-Industrial based human Resource development systems in Korea. For the performance evaluation, It has quantitative indicators likes employment, job retention rates, average wages, participation of training, and attain degree and certificates etc in the Federal government level. also, It has qualitative indicators focused on the employment strategy and relationships with relate agencies in the state level.
