Digitization of Education in Legal and Socio-Economic context

The author contrasts theoretical approaches and empirical estimates of the efficiency of education digitization. It is thus possible to state the world-wide trend: education digitization depends primarily on value and legal grounds for the activity of all subjects of the educational process. On the one hand, innovative technologies significantly expand capabilities of learning interactions. On the other hand, in cases when value systems of both learning process organizers and its participants are not sufficiently well developed, the result turns out to be very different from positive expectations. Conditions are created where plagiarism thrives, copyright is violated and, most importantly, the development of students’ thinking and imagination, on their psychological, physical and moral development is negatively affected. The author applied content analysis to study, over two months, the content of 68 articles from websites created by the educational community both in Russia (Pedsovet.org) and abroad (University World News). A conclusion is made that author’s results on this subject need to be widely presented, since education digitization without proper legal and socio-cultural changes moves from the area of describing the processes of innovative technologies positioning to the area of affirming violations of citizens’ basic personal rights. The novelty of the author’s approach consists in the attempt to identify relevant problem areas characteristic of various countries and existing at various stages of socio-cultural development of educational resources.
