This article aims to study the perception of entrepreneurs in the textile sector in their relations with the State through discourse analysis. Technical visits to production plants located in the State of São Paulo and the headquarters of the Brazilian Association of Textile and Apparel Industry (ABIT) were carried out to achieve this objective. In the visits, we conducted interviews that followed an open script intending to perceive the interests and world views supported by the actors about their respective sectors of activity in the textile-making chain. An internal survey was also used with a selection of associated ABIT members. The research captured the perception of the problems of competitiveness of the chain. The answers reflect the recommended by the theoretical paradigm most used in Industrial Organization the Structure-Conduct-Performance model but not only that. A continuous ambiguity was revealed in the perception of entrepreneurs about the action of the Brazilian State. Now seen as absent, sometimes seen as an agent of excessive regulation.
