This work intends to make an analysis of the historical, political and economic conditions that emerged in State Reform in the 1990s with the slogan: neoliberalism. Starting from this historical ground, international organizations, as well as the World Bank, began to show the occupation of several adjustment policies, among them a look toward education that presented a deficit of illiteracy and school evasion. In this way, large-scale evaluations served to assume the role of improving educational quality and at the same time providing a devolution of pedagogical practices in the classroom. In light of this, teachers are committed to meeting expectations.
