The TV broadcast is an important communication player in contemporary society with some successful standards, including the Brazilian Digital Terrestrial Television System (SBTVD-T). This contribution discusses aspects related to the construction of a technical project for obtaining grants for the television service and its ancillary services in Brazil. We present some freely accessible tools that can be used to carry out such activity. Finally, a case study presents the construction of the technical project of TV Universitária, a TV station at the Federal University of Rio Grande do Norte, Brazil. As a main result, we intended to fill the gap of technical material related to the use of open tools and governmental databases for the construction of technical projects of digital TV in Brazil.
