Médiation et médiateurs sociaux : entre nomination et professionnalisation

Bei der „sozialen Mediation" handelt es sich um eine verhältnismäßig neue Bezeichnung für eine Tätigkeit, die von staatlicher Seite insbesondere im Rahmen der Jugendbeschäftigungsprogramme (emplois-jeunes) und der neuen Arbeitsplätze im Dienstleistungsbereich (nouveaux emplois et nouveaux services) eingeführt wurde. Die Durchsetzung einer neuen Berufskategorie soil anhand der Verwendung der entsprechenden Berufsbezeichnung innerhalb der unterschiedlichen Tätigkeiten untersucht werden, um festzustellen, ob eine neue Berufsgruppe am Entstehen ist oder bereits existiert. Dazu werden in diesem Beitrag die Modalitäten der Formalisierung, der Erklärung, der Umsetzung sowie der Realisierung der Tätigkeit der Mediatoren vorgestellt. Dabei werden folgende drei Beziehungsaspekte untersucht : zur Hierarchie, zu den anerkannten Fachleuten sowie zum Kreis der Adressaten und Nutzer. Aufgrund der weiterhin bestehenden Unterschiede zwischen diesen Beziehungsebenen erscheint die Professionalierungsdynamik - deklariertes Hauptziel dieser Maßnahme - eher problematisch und ineffizient. Diese Abweichungen führen dazu, dass die eigentliche Arbeit der Mediation außerhalb der konkreten Situationen nicht erkennbar ist.Didier Demazière, Social mediation and mediators : from appointment to professionalisation. Social mediation is a newly emerging professional category designed by the French authorities, especially in the framework of the "new jobs and new services" and "youth employment" schemes. This tendency to create new professional categories led the author of this paper to take a look at what these new categories actually mean in terms of the activities they involve and to assess the output, if any, of this newly constituted professional group. He describes the modes whereby the work of social mediators is formulated, specified, applied and performed. Three aspects are explored in particular : the mediators' relationships with the hierarchy, with recognized professional specialists, and with the public and users of mediators' services. Due to the gaps persisting between the various levels, the dynamics of the professionalisation which was originally defined as a priority goal in the scheme turn out to be full of weaknesses and failings. Due to these problems, the work of social mediators is not even perceptible to those on the outside.La médiation sociale est une appellation professionnelle récente, produite par les pouvoirs publics, en particulier dans le cadre du programme « nouveaux emplois et nouveaux services » ou « emplois- jeunes ». Ce processus d'imposition d'une catégorie professionnelle invite à analyser les traductions de cette dénomination en activités et, ce faisant, à interroger la production éventuelle d'un groupe professionnel. Cet article rend donc compte des modalités de formalisation, d'explicitation, de mise en oeuvre et de réalisation du travail des médiateurs. Trois dimensions sont explorées : les relations avec la hiérarchie, avec des professionnels reconnus, et enfin avec les destinataires et usagers. En raison de décalages persistants entre ces registres, la dynamique de professionnalisation, annoncée comme un objectif prioritaire du dispositif, apparaît problématique et défaillante. Ces décalages rendent le travail de médiation invisible en dehors des scènes particulières où il est effectué.Demazière Didier.
