Résumé. - Les réformes de gestion des capitales sont un aspect essentiel de la question plus générale de la réorganisation administrative des Etats postsocialistes. Avec les lois d'autonomie des collectivités locales, les capitales ont fait l'expérience de la fragmentation de leur gestion territoriale et sont confrontées à trois problèmes : multiplication des acteurs, coordination des niveaux de gestion, faiblesse des budgets avec conflits de répartition. Vers quelle évolution d'organisation s'acheminer, par référence aux structures de l'Union européenne ?Abstract. - The reforms of city government applied to capitals are a central issue of post communism reforms in public administration. Three problems are underlined : many new actors, overlapping juridictions between districts governments and the central municipality, poor budgets unequally distributed. The paper is focused on the tensions between local municipalities, central municipality and the state government.
