Pandemi yang terjadi saat ini telah berdampak pada sejumlah sektor mulai dari politik, ekonomi, hukum, social, budaya, pertahanan dan keamanan. Pandemi Covid-19 yang terjadi di Indonesia mengakibatkan masyarakat terdampak dengan pemutusan hubungan kerja yang tinggi. Perindustrian pun berada pada titik kritis akibat penurunan permintaan dan penawaran secara drastis. Di sektor regulasi, pemerintah bereksperimen dengan beragam kebijakan mulai dari pembatasan sosial berskala besar, pemberian bantuan sosial, hingga PPKM Darurat yang berlaku sejak Juli 2021. Setiap kebijakan ditujukan untuk kepentingan umum. Bantuan sosial baik berupa materi maupun non-materi (sembako obat-obatan) adalah perangkat kebijakan pemerintah untuk menekan dampak Covid-19. Tulisan in berargumentasi bahwa terdapat inovasi kebijakan dalam peraturan pemerintah lewat Peraturan Bupati Probolinggo Nomor 41 Tahun 2021. Menggunakan metode studi kepustakaan (Library Research) serta analisis data kualitatif menurut Miles dan Hiberman, tulisan ini berargumentasi bahwa aturan tersebut  menjadi dasar kebijakan pemberian bantuan sosial di masa pandemi. Penelitian in menghasilkan kesimpulan bahwa aturan di atas mengatur ketentuan pemberian bantuan sosial bagi masyarakat Kabupaten Probolinggo. Meskipun demikian, sejumlah persoalan masih ditemukan yakni ketidaksesuaian dana penerima bansos. Akibatnya terdapat warga yang tidak mendapat bantuan atau bahkan tidak tepat sasaran. Hal ini disebabkan tidak semua warga terdata dengan baik dan tidak semua warga memenuhi syarat teknis seperti kartu tanda penduduk dan kartu keluarga yang valid.Kata Kunci : Pandemi, Bantuan Sosial, Covid-19. Peraturan BupatiThe current pandemic has had an impact on a number of sectors ranging from politics, economy, law, social, culture, defense and security. The Covid-19 pandemic that occurred in Indonesia resulted in the community being affected by high layoffs. The industry is also at a critical point due to a drastic decline in supply and demand. In the regulatory sector, the government is experimenting with various policies ranging from large-scale social restrictions, the provision of social assistance, to the Emergency PPKM which has been in effect since July 2021. Each policy is aimed at the public interest. Social assistance in the form of material and non-material (groceries  medicines) is a government policy tool to suppress the impact of Covid-19. This paper argues that there are policy innovations in government regulations in the Probolinggo Regent Regulation Number 41 of 2021. Using the library research method and qualitative data analysis according to Miles and Hiberman, namely through, this paper argues that these regulations are the basis for the policy of providing assistance social life during a pandemic. This research concludes that the above rules regulate the provision of social assistance for the people of Probolinggo Regency. However, there are still data on social assistance recipients that are not appropriate. As a result, there are residents who do not receive assistance or are not even targeted. This is because not all residents are properly registered and not all residents meet technical requirements such as valid identity cards and family cards.Keywoards : Pandemic, Sosial Assistance, Covid-19, Regent’s Regulation
