The productive restructuration of the capital requires the workers requalification. This process affects the creation of work positions, which results in socio-economical exclusion by means of the unemployment and the labor precarization. This research aims an analysis of the productive restructuration of the capital, which results in the resizement of the control power in the capitallabor relation, what leads to the interpretation of the socio-political, economical and institutional context of the creation of public policies focused on the worker’s qualification, in this case the National Qualification Labour - PLANFOR. This study’s objective is to motivate the debate about the increase of the society’s participation on the setting and management of public policies, based on the premise that the concretization of public policies turns into a dynamic of social-spatial reorganization based on bigger equality and social justice.
