In this paper we obtain the dispersion equation of three-dimensional wave propagation problem in half-space with an elastic- restrained border. Research of the problem is simplified by the introduction of potential functions. It is shown that by plane strain the elastic half-space constraint of boundary leads to decreasing of the surface wave localization degree. Three-dimensional surface wave exists only for two kinds of boundary conditions, when the surface of half-space is free from the stresses and the free surface is restrained. In the case of constrained free surface the three-dimensional surface wave has a dispersion property.
