Публічне управління у сфері інтелектуальної діяльності в Україні: стан та перспективи

The article reseaches the theoretical issues of state policy in the field of intellectual activity. The features of government mechanisms in the field of intellectual property in the context of implementation and improvement of public administration in Ukraine are identified. The purpose of the article. The purpose of this paper is to clarify the state of public administration in the field of intellectual activity in Ukraine, identify mechanisms that ensure its effectiveness and explore new trends in the formation of public policy in this area. Scientific novelty. Public administration in the conditions of dynamic development requires fundamentally new, democratic and transparent for the public mechanisms of formation and implementation of public policy in the field of intellectual activity, the harmonization of the features of which will contribute to the intensification of innovative activity. The work determined that a strategic guideline for the development of state innovation policy is to increase the level of protection of intellectual property and create prerequisites for the development of the intellectual, creative, scientific and technical potential of the nation and the development of an innovative economy - the warrant of thesustainable development of the state. The article substantiates the approaches and work out of practical recommendations of the improvement of the mechanisms of legal, organizational, scientific support for the effectiveness of state policy in the field of intellectual property in Ukraine. It was noted that with aim to ensure the effectiveness of legal mechanisms of the protection, including the non-material cultural heritage of Ukraine, their formation should be carried out comprehensively. Conclusions. Modernization of the public administration system in the field of intellectual property in Ukraine provides for the solution of the following tasks: normalization legal support, improvement of organizational and economic relations in the field of innovative development; accelerating the process of forming the intellectual property market; the intensification of professional growth of personnel potential, is the main factor in the implementation of socio-economic reforms, in particular in the field of intellectual activity.
